Is French necessary to get by/live in Belgium?

Depends on where you're going to. If you're going to Flanders, you need Dutch (no French). In Brussels/Wallonia, you need French.

If you mean live get / by ,are you talking about employment or just day to day living. As said it all depends on where you are in Belgium. Brussels is one of those places, but its not necessary to communicate as many do speak at least two languages Dutch & French & a little English anyway.

Unless you're working in a French speaking area, no. In Brussels and Wallonia you'll most likely need it to work there, in Flanders you'll need Dutch. But if you're not working you'll find most people speak English.
