Belgium: chocolate, beer, diamonds, close to other european countries Dubai: desert, (but it is a beautiful modern city), as foreigner you will have some restriction (personal and religious). If you want to have a good time/sightseeing/vacation go to Belgium; if you want to buy gold jewelry and spend the entire time sitting by a swimming pool, then choose Dubai

Everything depends upon what you do / intend to do. Check CIA factbook on Belgium and UAE for detailed country descriptions. Belgium like other continental countries has good quality of life and social security. The costs are sky high taxes and a morose economy / society. For people earning less than 24000 euros, its a very good social system. But for people earning above 30000 euros, govt takes everything. UAE is a growth economy filled with 80% migrants, 5% expatriates and 15% overrich locals. Its illegal to employ foreigners already present in the country. You have to be imported as an expatriate by the company. Weatherwise, Belgium is like UK: 3 months of winter and 9 mos of bad weather. Dubai is sunny but its a desert.

I'm a belgian. I can only say that belgians copmlain a lot about the government, taxes,... etc. But we are good, hard-wordking people and we love to party. The social security here is outstanding, one of the best in the world (that's were the taxes are for). Of course, there's less sun here than in Dubai. I hope I've helped you out.

I've lived in Belgium for almost 10 years and I wouldn't want to live anywhere else. I've never been to Dubai, but know people who've been there and what I've heard makes it seem pretty unattractive to me - blisteringly hot, materialistic and a place of transient expats looking to get rich quick and then move on - to put it bluntly. It depends what you prefer of course - alot of people complain about Belgium too - they say there's not enough sun here, but then it isn't Spain, after all. The weather here is no "worse" than any other northern European country. There's a surprising amount to do and see in and around Belgium - and Brussels, where I live, is a very comfortable, livable city. You can get to almost everywhere by walking and there's plenty to do. Probably the biggest downside to Belgium is the lack of respect and the inferiority complex the people have for their own country - they always seem to be putting it down, and let others put it down, and don't seem to appreciate all the qualities and heritage it has.
