Best would be relative to your preferences but I asked around and Borgerhout, Berchem and Linkeroever were mentioned as areas in wich people could see themselves live (mums with small children). Merksem and Zuid are two areas mentioned that were not all that in their view point. Alternatively try asking this question on Expatica http://forum.expatica.com/index.php?showforum=204 as you might get a more informed answer, bearing in mind I live on the other side of the country...
