It's not enough to just learn a language in a school. You also have to practice it in your day to day life before you can become fluent in it. But most Flemish people rarely ever need to speak French to get by in their daily lives. And Turnhout happens to be in the Dutch speaking part of Belgium, so all their administration, television, newspapers, street signs, shops are in Dutch. And for most, English is actually a much more useful language to learn and use. In fact from my experience, I would consider English to be more and more the second language for most Belgians, and French or Dutch to be their third.

There is compulsory French taught from year 4 primary school. When you get to secondary school you actually get to choose whether you want to study English or French as a second language. You might find that statistically more Flemish youngsters choose to learn English over French. Maybe you should educate yourself as to what parts of the country speak which language. Cause it ain't French in Turnhout so it must be you...
