I would recommend Bruges, the capital of West Flanders. It's a very nice city with lots of canals similar to Amsterdam. It is a very historic city with roots back to the Roman empire, and has many beautiful sights and medieval architecture still intact, as it was pretty much untouched by the World Wars. Then again, it is a capital city, so I guess it depends on what degree of calm and relaxing you desire. I would label it as calm, relaxing, and pleasant simply because it is such a beautiful and historical city. Also, I have a very good friend who is from Bruges. He constantly talks about his home and how much he loves his city, and i would characterize him as one who very much appreciates calm and placid surroundings.

Gent (Ghent) is a city with a small-town feel to it. Brugge (Bruges) is a tourist attraction, but that only affects the downtown area. (This is true in Gent as well.) Pretty much all of Flanders is relaxed except for Antwerp and even there you can find your quiet place. If you are more into smaller towns and want to be closer to the coastal side of the country, perhaps places like Waregem, Oudenaarde, Izegem, Eeklo or Maldegem would suit you. You might also think of coastal towns like Nieuwpoort, Middelkerke or De Haan where the summer tourism is not too overbearing. Otherwise, think about the province of Limburg. The people there are known for a more relaxing approach to life to the extent of being the object of jokes about being slow. In fact, they are great people out there (and pretty smart if you look at their economic performance even now).
