Is it easy to gain residence status in Belgium, and then acquire citizenship

Is it easy to gain residence status in Belgium, and then acquire citizenship?
Will it be easy to become Belgian resident for an EU national. All you have to do is to go to the police and declare that you will reside in Belgium. Do they check if you live on the address declared and ask further details? (As u r an EU citizen and have the right to move free). I will live some months in Belgium and then some months elsewhere... I know that you need 3 years of residence,

You declare your presence and address at the city hall "population desk" A policeman might come to verify your presence there a week later. Then the city hall calls you back to get your ID card as resident. To apply for citizenship - correct - 3 years

Why anyone would wanna is beyond me. The country is a bureaucratic nightmare. Amen!
